Every engagement follows the same four stages, scaled to the time available. A rapid response may move through them in hours; a commissioned study, over several weeks.

Estimative language

We say how likely, not just what.

Vague words hide disagreement. When we make a judgement about the future, we use a fixed probability scale, so that "likely" means the same thing in every report we publish.

We pair each probabilistic judgement with a statement of analytic confidence (high, moderate or low), reflecting the quality of the evidence and the degree of agreement among our analysts.

Our quality standards are designed to catch the errors that matter most in intelligence work: overreliance on a single source, unexamined assumptions, and consensus that has not been tested.

  • Graded sourcesWe assess each source for reliability and each piece of information for credibility, and we distinguish clearly between what is reported, what is corroborated and what is our own assessment.
  • Key assumptions checkBefore a judgement is issued, the assumptions it rests on are written down and tested. If an assumption fails, the judgement is revisited.
  • Structured challengeSignificant conclusions are subjected to red-team review and analysis of competing hypotheses by analysts not involved in the original work.
  • Peer and editorial reviewEvery client deliverable is reviewed by a second analyst and an editor for accuracy, logic and clarity before release.
  • Indicators and follow-throughOur assessments include the signposts that would change our view, and we tell clients when they move.

  • Conflict checksEvery new engagement is screened for conflicts of interest before work begins.
